"An icon should never open or close its dialog when it is hovered over. No action should be triggered by a hover other than the display of the applet title."

I don't know if this should be included. And if so not worded that strongly. Default behaviour probably... my suspicion is that this is something that will not age well.

"Dialog Style" section needs a rewrite.
